Replacing Windshield Washer Hose

Replacing Windshield Washer Hose
Hello everyone.
1992 XJ6 Vanden Plas.
Windshield washer lines are in bad shape, so I decided to replace them. Simple job, right? Wrong; the hose disappears under the washer fluid reservoir. After removing the top reservoir, (yes, there is an upper and a lower) I still cannot get to where the hose connects to the motor.
Looking from underneath, there is a plastic cover and brake cooling air duct. If I remove this, will I be able to access the bottom tank and hose connection?
Any tips/suggestions greatly appreciated.
