Default Sunroof question

I just replaced the headliner in my '84 XJ6. I removed the outer and inner sunroof panels as part of this process. I now have the inner sunroof panel back in the car. Before installing the outer panel, I thought I would check the movement of the inner panel. It will only open about ½ way. Should the inner panel open all the way, or is there something that would prevent it from opening all the way until the outer panel is also installed?

If it should open all the way, any ideas on what to check for? Thanks in advance.

it should open about Seven Eights of the way. Sounds like something is stopping it from going to max.
