High or low compression is market dependent, not year dependent.

USA (possibly all North American?) market cars got the lower compression. As far as I know all other markets got the higher compression.

The low compression was 8.0 to 1 or 7.8 to 1 depending which spec sheet you at reading at the moment

What octane is required for cars outside North America or is marketed using a different rating scale (RON vs. AKI) just serves to confuse the OP's question.
