94 XJS convert. top will not go up. Is there a manual over ride to pull it up?

The hand (parking) has to be engaged in order to operate the lowering or raising of the rag top.

 

I have a 1989 convertible and there is a manual override. The operation is shown in the original handbook. I have to gain access to the hydraulic control valve located in the storage compartment behind the seats. Open the cover panel to the hydraulic valve with a coin. Turn the hydraulic valve clockwise to the position marked MANUAL and push the top down. Hopefully this is the same for your car.

 

In the '94 it sits above the pump in the trunk.
Have you tried first checing its in park /neutral and the hand / emergency brake is on ?
