Default Bumpers HE vs black rubber?

Hi all,
I have found myself a really nice pair of HE bumper bars for my XJ-S however they came without the reinforcement beams so I just have the rubber , lights and chrome.

The guy who sold them to me told me that I cannot fit them to my 1978 reo bars but they will fit using the front and rear re inforcement bars of any series 3 XJ6-XJ12 sedan.

He also told me that Aussie delivered HE's had steel re inforecement not alloy & that alloy reos were from USA models.

Is all of this information true?

Thanks & regards, Jim...
