Have you tried Googling Vertical Liney Black Material?
I think that the bit you are after is exactly the same as window draft excluder, it serves the same purpose as in filling the gap.

Nowhere as far l could see....I just took it out and cleaned the fuzzy stuff off of the rubber and put it back. Looked like new.

My mechanic lost it when he was doing work on bearings.

Took out steering column and must have fallen when he took off dash.
