Default Headlights control issue or question

Hi folks
When I put the light switch in the third, headlights, position (III), then normally the headlights are on and can be full beam or low beam. But sometimes there are no headlights and if I switch between high and low beam they later come on. I am wondering if I have a bad switch or is there a control that I am missing?
This is rare so I have not worried too much about it but I don't want to suddenly discover I have no lights at all when driving at night.

Interestingly I was looking at exactly this problem yesterday on my car! The headlight control unit (under the bonnet, larger black relay next to the brake booster) contains two relays and for some reason the low beam relay doesn't always shut when it should, despite the voltages to the control unit being correct. I haven't had time to go into the detail of why it's happening - the solder joints look ok to me (dry joints have been reported in the past). I'll try and have another look tomorrow and report back.
