XJS Not starting

Default XJS Not starting

Hi
I wonder if someone can offer some advice. My 1989 Jag 3.6 XJS has been outside (under cover) for the winter so far. I went to start it today and nothing! I have re-connected a charged battery but it just won't turn the engine.
When I do try to start it all the electrics shut down for a few moments, then reset.

Off the cuff it sounds like the starter is a dead player, with the "shut down" of the electrics being the huge power drop as the (likely seized) starter sucks off all available amps trying to operate.
