Default High Beam Question

Does anyone know which module inside the headlamp unit controls the hi/low beam function? I have a headlamp that is stuck on 'hi beam'. I have an old unit that I pulled the module that is on the bottom exterior of the unit and put it on the newer one, no change. Any ideas? All other functions on the light are good (ie: turn, running, parking).

My impression was that the low-beam functionality was a solenoid operated flag which drops in front of the bulb to block off part of the light.

So it could be a mechanical issue with the projector assembly rather than an electrical problem.
