Whistling sound

Hey. I have a whistling noise from my engine when it's running. It's a piece that I added as an image. When I get busy it will be less, but want to replace it. Unfortunately, I do not know what this is called. Can anyone help me with that?

PCV assembly. It will normally make a hissing noise.
