1998 xk8 top will not go up or down

1998 xk8 top will not go up or down
I have a '98 xk8 convertible, a few weeks ago i tried to put the top down with the key and it went partway down and then stopped. I tried to close it and it closed and the rear windows went up. I tried lowering it again a couple of times but it never fully opened or went down. finally I closed it and now it will not go down at all and the rear windows will not go up. I tried using the key, and the inside switch nothing will work. A visual check of the relays looks ok, and there has been no problems with the top prior to this. I did replace the battery a couple of months ago but had no problems raising or lowering the top. Any ideas of what might be going on?

Check your fluid level in the tank on the pump (it should be between the two lines on the tank) and make sure the petcock on the pump is fully turned to the right. The pump is over the CD changer in the boot.
