The pump will run for 1 second to pressurize the Fuel Rail when the switch is moved from Off to Run.

Then, when the Starter is engaged, the pump will run while cranking and continue to run after the engine starts.

Your pump seems to be running OK, assuming that it is providing the correct pressure.

EDIT: Remember, On your 03 model, the Fuel Pressure Sensor controls the voltage provided to the Fuel Pump when the Engine is Running. The voltage to the pump will vary as required to maintain the correct pressure in the fuel rail.

Great explanation, Paul, thanks.

Put a fuel pressure gauge on the fuel raid schrader valve and get zero pressure. When I turn on the ignition, and the pump runs for a second, that pressure rises slightly (2-4 PSI) and then back to zero in a few seconds. Continual cranking does not get it any higher.

Is it possible that the fuel filter is really jammed?

So, do I have a new fuel pump in my near future?

If your problem occurred while going uphill and turning onto FW I suspect FP. I'm sure you can get help on this forum re placing FP.
