when your using the FUEL USED meter after RANGE dropped to 0 to see if you can make it, thats when you know you have an issue with keeping gas (in the car).

The range readings are certainly not accurate as they rely on the computer analysis of how you were recently driving. Although I don't make a regular habit of it, I have many, many times gotten to the 0 Range reading but not run out of gas (yet). My guess is that there is 20-30 miles left on the tank from when it first gets to 0.

Well the tank states 70l from full to empty on the gauges but there is 5l un accounted for so when it reads 0 range you still got 5l remaining.

I downloaded the manual

I think Seeevo is on the right track here. The miles remaining seem to be tied to the Fuel guage reading, which as admitted by Jaguar leaves about 2 gallons in the tank at the empty reading. John

Default One gallon left!

My first car was a 1958 VW "bug". There was no gas gauge at all. When you felt the engine sputtering, you reached down under the dashboard and turned a valve. Then, you knew you had about enough gas for 35 miles. The valve did nothing more than allow the gas to flow from a lower point in the gas tank.
