Other posts on here about replacing fuses that look fine fixing a dead radio led me to try replacing perfectly good looking fuses.

And it worked!

I wonder if pulling what looks like a good fuse simply "re booted" the radio?

 

I'm having a problem with my '97 too. Dead radio. I pulled the fuses and checked them with a meter. Meter shows that the fuses are good so I put them back, radio is still dead. Worked last time I drove it, which was quite a while ago. I don't drive it much at all, only 42K and it has never been rained on, always garaged. Battery was replaced about a year ago and charge it regularly.
