Default Hole in inner fender/wheel liner

There appears to be some sort of access panel/cover missing from the right side ( NA passenger side ) fender liner of my car just behind the headlamp. At first I thought it was damage but a closer inspection shows that the hole has reinforced edges and (what looks like ) holes for fasteners for a cover. Does anybody have any insight of if there is an inspection panel in the fender liner behind the headlamp ? The driver's ( LHS ) seems to have one but it looks a lot smaller.

One of these?:


They should be the same size on both sides, but they are handed.

Part # is HJA4582AD for the RHS, HJA4583AD for the left.

It's called a Wheel Arch Access Panel:

Helps keep water from being sprayed directly onto the back of the lamp units.

In a jam, you can fit the left side cover into the right side. Not a perfect fit, there are gaps, but I could only find one from the wrong side when I lost mine. Works better than nothing.

I recently purchased both panels from eBay to replace the missing ones on my car. I had to go to my local Jaguar dealer to get the retaining clips, but they are surprisingly inexpensive. Nomenclature is "clip-arrow head"; part number is KTF10003.
