can't find how to remove outside headlight clear cover or cap.

 

On my '97 one of them fell off on its own. It was only held on with a gasket made of foam double faced tape. The foam was so it can breath so moisture doesn't build up inside. I ended up put them back on with clear RTV and left a 1/2" space on the bottom with no adhesive for moisture egress.
You can probably get it off just by carefully prying around the perimeter of the glass or heating it with hair dryer first may help.
Once its off be very careful not to touch the silvering on the plastic inside as it will come off instantly.
