Default Throttle body idle control

I am trying to find out how the throttle body allows the AJ26 to run at idle. Looking at the literature, it seems that there is a bypass valve but this closes when the coolant reaches 40deg. This leads me to assume that the butterfly valve is never fully closed - otherwise the engine would cut out.

Is this correctly understood?
