Default Under dash surgery

Investing some duct tape hanging down from under passenger-side dash, I came across what appears to be major surgery under there. Any idea what PO might have been doing? What is it supposed to look like under here? Also does the blue tag hold any significance? Thanks

Not necessarily surgery by the PO. Jaguar use that kind of tape to secure (unused) parts of the wiring harness where it isn't normally visible. If there are cut wires then the usual suspects are aftermarket audio or phone installations.

The tag is a standard Jaguar parts label. LJG3011AA is a Link Harness for the rain sensing system.
