Washer pumps leaks
The system has two pumps one for the wipers washers and one for the headlight washers. The one on the left with the bottom tube running forward (left in this pic) is the headlight pump the other with the tube running up is the wiper pump. Notice the grommet at the top of the right hand pump is wet around the edges.

Pulled the pump out of both grommets to drain the fluid. Quite a bit of fluid in there.
I like this stuff for anything that will be wet. Works great on boat through hull fittings below the water line so I figure it will work on my little washer tank leaks.
I pried out both grommets and used the sealant to caulk around the inner edge of both, then squished them back in. Takes 24 hrs to dry. So far no more leaks.

Yep. I had exactly the same problem, which I think led to bad condensation in the front left headlamp lense (it rarely rains in the hot desert climate in Bahrain).
I did something similar to you using a silicon sealant used in my fish tank aquarium.
