With lever on #1, #5, #6 have 12v in Park, Move shifter out of P #6 got to zero but in neutral #6 has 12v again so I believe rotary switch is working

I believe the rotary switch is working correctly, #5 & #1 have 12v with lever off or on #6 has 12v in park and neutral so that must be the circuit

Ok 2 things,,, With key in run pos the bottom 2 tabs have 12v to them, when i used a jumper wire to all other tabs the car starts, 2nd how do I get the lever off, I tried 1/4 drive ratchet but I was afraid I was going to break it

I still have these 2 lights, I have the power at the relay on both circuits, car will fire right up when I jump the circuits
