The exposed wire seems to be a ground and is exposed thru the covered wire set to the other end at the plug

I wish i had a photo of new cluster. There was/is a ribbon lead that goes to that connection with the missing center contact point.

The frayed looking wire (ya get a little peak between the green and red there) is a ground i am sure... I thi k that is ok.
