I don't know who services the latch cylinder in the UK but you can have it rebuilt here Rebuild/Upgrade Service for '96-'06 Jaguar XKR/XK8 Convertible Hydraulic Components - Top Hydraulics, Inc the shipping shouldn't be too bad.
You will find mountains of information on the top hydraulic system in the tech section https://www.jaguarforums.com/forum/xk8-xkr-x100-17/
