Default Seatbelt Jam

Any help very much appreciated.

My seatbelt sometimes locks up too much, last night to the point where I couldn't get it on at all, so I had to bust the mechanism at the base of the seatbelt so I could at least wear it and not get booked.

I pulled off a plastic cover, underneath which seemed to be the locking mechanism. A ball bearing and a white tadpole-shaped piece of plastic fell out. Without that, the seatbelt won't lock up at all and is therefore useless in the event of a crash.

What vehicle? If its a series 1 or 2 ditch all the belts and install a set of series 3 belts. Theu actually work.
