We can all have complex, varied opinions, and we can all work together to find a common middle ground. The people who don't believe that are just frothing at the mouth to be angry. I like how measured and polite the thread is. I didn't mean to get into "grey" areas, but this one is going well. =)

It’s a bit depressing actually to see how far into ones personal lives California continues to reach for the plebs such as me. This is yet another straw for the pile to leave California the state I have called home for 30yrs. The quality of life continues to drop, costs continue to rise and my individual rights continue to be chipped away for the “greater good”…If this is about “global warming” how about we go after the real polluters such as China before taking more rights from US citizens?

Ah yes, not sure CA isn't the only progressive state in this regard here in the US...
Here in VA I occasionally drive through an emissions sensor set up at the side of the road, typically at the on-ramp onto I-66 west from Rt 7 east...
Oh yea, it's there to check up on you as you accelerate up the hill from 35mph to the 55mph, I guess my '07 XK is still clean 'cause I have yet to get a communications otherwise TBH mot sure that this vintage vehicle is as vulnerable as the '14 Escape my #1 has. To be fair, the Escape doesn't have to go to the Emissions Station every two years anymore...so we have that going for us.
I do F with them as I accelerate before and then back off the throttle a bit before crossing in front of the sensor.

It makes no sense to me why compliance isn't 100% based on the emissions output and nothing else. Why does it matter what the car is doing under the hood as long as the stuff coming out the tailpipe passes the standards for emissions? Seems like another case of CA trying to control people and tax them "just because they can", trying to drum up more tax revenue from their residents. I don't see how this kind of "law" helps to actually reduce any emissions, but rather seems meant to control and limit what people are allowed to do with the cars they own.
Remember that it is ALSO one of the States that believes electric cars are the answer, never mind the lack of range AND the incredible load which they place on an already strained grid that cannot keep up with current demand.

My guess is you'd need to take it to a dealer to get it installed and flashed. These ECUs are used in a variety of Jag models, so I don't think they come preloaded w a stock tune for your car.

You don't have to smog a car for the first 8 years of its life in CA
By the time my tuned F-type needs a smog it'll be somebody else's problem and I'll be in something newer that'll probably also be tuned and also won't need to be smogged for 8 years.
Not too worried about this personally.

I really don't know how I'm going to combat this because my engine light is always on. I have the tune, but I used to have a failed cat. So I went ahead and installed velocity AP cats instead. Because of that, my engine light stays on. I haven't had to do a smog test yet, so the day I do, I'm sure it's going to fail even if I remove the engine light with a code reader.

Nothing California or the United States do will make much of an impact if the rest of the world's gross polluters don't step up. And if anybody thinks CARB is actually implementing this for the good of the environment, and not as yet another way to bilk the residents of CA...I just don't know what to tell you. Either that or its part of their long-game of punishing anybody who still owns a gasoline powered car and forcing everyone into electrics. Then we'll see how well the power grid holds up and how much electricity prices will skyrocket.

This rule will force many independent shops out of business, leaving marketshare for the deep pockets. Pay the chip for the OE label, then pass that cost onto the enthusiast. This has been the theme in most every facet of Major Business, since the RE crash. JMHO.
