Gas cap is always unlocked
I am new to Jaguar, but on my BMW, when I lock the car gas cap is also locked. I see that on my F type, even if the car is locked, the gas cap opens.
Is this normal ? Any help is appreciated !

But, yes, Dogbreath! is correct in that the gas cap does not lock and has been discussed here numerous, if not countless, times.

If the gas cap locked, the ne'er do wells would wire dynamite to the ignition. If it makes you feel better the cap on the Benz doesn't lock either.
Seriously, Jag skimps in a lot of places. Look at the base F. No memory seats, no folding mirrors, semi powered seats, no cameras, no parking sensors, simple driving mode selector, no assistive tech etc, etc. I presume this is to keep the base price down on a low volume car which they do successfully. But since I only drive the car a few thousand miles a year what the heck. On the other hand the one we drive the bejessus out of has every option MB sells.

Up to 2012 Jaguar fitted locking gas flap to all US supplied cars. When I took delivery of my 2015 R Coupe, it didn't lock so I thought it was a fault. My dealer soon discovered the locking mechanism was missing, upon further investigation they were advised by Jaguar NA that the majority of customers did not want a locking flap as they preferred to lock the car prior to filling it up rather than doing so afterwards!
All European JLR cars have locking as standard regardless of specification. I purchased a locking cap, a little old fashioned but it does the job and saves issues installing the locking servo and running a loom. Oh the loom is not fitted otherwise I would have fitted the servo.

My XK8 locked its flap automatically but that means if the car is unlocked the flap is also. My Volvo goes the next step and has a dash mounted release. Probably not worth worrying about, but it adds to the list of missing features.

Which leads to the question: Why is the world would you delete the lock on the gas lid? Its not like it is an addition for some market. You have to make a actual decision to delete it from the normal spec.
To reduce your cost by $50 on a $85,000 car? That surely doesn't make sense. Is it a regulatory issue? Can't see how that could be, everyone else has a locking gas lid. The explanation above makes no sense to me. I really don't understand the words. The operation of a locking gas lid is completely transparent. You never know it happens. So what is the explanation. Unintelligence, mistake, peut etre.
