They could tune the engine to 700 hp very easily and cheaply, but then the torque would be over 700 Nm and the ZF 8HP70 is rated for 700 Nm max, that's what the "70" signifies. Although it can probably handle a bit more than 700 Nm with little or no risk it would not be a good look to have the engine exceed the specified gearbox max torque.
The solution is to fit the ZF 8HP90 instead which is rated for 900 Nm max but I understand that 'box is a fair bit more costly that the 70.
