lowest cost, lightest weight wheels?
Just trying to get an idea of what options are out there if those are my two priorities (i.e., aesthetics/brand doesn't matter to me). I'd prefer not to use spacers/adapters, and will need to clear 380mm front brakes (so 20", unless you know of 19" that work).

It depends entirely on the wheel. I even had an issue with the 20 inch VS wheels fitting over the big brakes. Required a 3 mm spacer to clear. 19 inch OEM wheels will work.
VS Forged is going to be the most cost effective lightweight wheel. Go to the group buy thread and scope out members that have bought VS wheels and haven't had an issue with a specific spoke design and 380mm brakes. My BC Forged clear the 380mm brakes no problem, but those will run about a grand more per set.
Agree, I looked for a long time and I thought the VS one piece forged were low cost and light weight. I can't attest in court that there are not others who may have a lower cost, lighter wheel but I didn't find any. Ultimately bought BC Forged two piece at higher cost, bit heavier weight for aesthetics, but VS forged has some nice choices.

Bruce, did you buy the flow forged or the forged? The flow forged are likely less money but heavier than the truly forged VS wheels that Lance and others bought. If you bought truly forged, they are likely more money and maybe lighter. They have some nice looking wheels. A forged wheel in the 22-23 lb. range is pretty light compared to cast oem wheels. Not sure where the flow forge land in the weight category, but heavier than forged monoblock.
