There's a third button inside the car, and a fourth on the key fob. Pretty standard. On my BMW and Mercedes there are 5 buttons, because the one inside the trunk lid is actually two buttons - one to close, and one to close and lock the doors too.

I asked the dealer that question, he replied it was to prevent someone getting trapped in the trunk. "does that happen a lot" I asked, "maybe if youre a mafia hood" he said.
Looking at the trunk on my convertible, Im now terrified for circus folk. Theres clearly a mafia Don, driving round in an F Type, kidnapping midgets, because no one else would fit in there!

Yes, I was a are of that. But why 2 buttons so close to each other. Both do the same thing (neither lock the car), and I don't think either are accessible from the trunk area (see position of latch). The T-bar pull serves as the kidnap release. If the one with the symbol is indeed accessible from the trunk space, why not just let that serve as the primary/only switch at the back of the car for the hatch?
And let's not forget the emergency release handle in the inside.
TV dramas have much to answer for...
LOL . . . I think it had more to do with kids trapped while playing "hide-n-seek." Buttons and emergency release handles aren't of much use when your hands are bound.
The top one in your picture is the only one accessible when it's closed, so technically that's the "open" button. The bottom one is the official "close" button.
As for why the open button also closes it, I suspect that comes from a decision that they don't want to get a call for it. It's probably significantly cheaper to just make all the buttons work for opening or closing, just to avoid someone calling in or taking it in to the dealer because the "button doesn't work".
Perhaps that explains why I haven't seen even one F-Type in the amazing FX television program - me and my wife's favorite; certainly one of - Fargo. LOTS of Lincoln Continental Mark IV's but no F-Types!

The external switch for the hatch is centered and raised so you can feel it. The other one had graphis on it for when the hatch is in the open position. Probably could have done with one switch, but the two are a little different.
Funny and a tad scarry ( we are a twisted lot) how kidnapping was the first thought that many of us had regarding the trunk. Thanks to Foosh for bringing up the real reason the release is there.
I remember my little brother crawling unseen into the trunk of my dad's car and off to work with him unknown to us all when he was nine.....(he was fine and found by the way)
Someone crawl into the rear hatch and close it. See if you can even reach that internal button to open in case of "emergency". I'm not near my car now, but it looks like the button is pretty much nearly impossible to reach from the inside.

I did remove the privacy panel and determined (from the cockpit) that there is a 1-1.5 inch gap between the hatch and the top of the rear panel that you could easily get your fingers in to push that button with with the hatch symbol. Though, you certainly wouldn't be able to see that symbol from the boot area when the hatch is closed.

No really sure what you mean...one button is to open it when it's closed. The other is to close it when it's open. At least that's how I use it w/ the electric lift gate option. very convenient.

But the exterior rubber button is just as easy to reach as the interior button when the hatch is open. Why have both?

It was two buttons on the hatch on my Touareg as well, but perhaps a bit more understandable to why. If you are not pretty tall, you would not be able to reach the button used for opening the hatch when the hatch is open.
Not the same problem with the F-type - unless you are rather short or a child?
