Who can make an emergency key

Who can make an emergency key
Long story short, car came with a one fob and when I opened it up to replace the battery there was no key, can a locksmith cut a key or is this a dealer only thing. Went to Carvana and they said so sorry, this is a removable item and they would not cover it.

I do not see how a locksmith could make you a duplicate key if you do not at least have an original to work from, even then I do not think you would find anyone to duplicate the key.
Hopefully JLR can relate your "unique" key to its VIN. IF so, I would guess they will sell you a complete replacement fob with key.
