Here is the alert; make sure you get the update, should come over the air.

SSM75883 - Unable to Charge Vehicle – BCCM Logged U3000-49 _ TOPIx (nhtsa.gov)

No way for owners to verify it is installed that I saw? Aside from running out of volts or visiting a dealer?

That's how I read it as well; the device they call out isn't something you'll find in the typical home garage. I wonder if, at some future point, like OBDII readers whether someone will figure out a way to take that reading without having to buy a piece of undoubtedly very expensive equipment.
