See screenshot below, apparently I can no longer change my signature?
Am I doing something wrong/looking at the wrong place?

 

You can change your Signature through User CP at the left of the black menu bar. Under Your Control Panel, go down to Edit Signature:



Enter the new details in the dialogue box:



When complete, click on the Save Signature button at the bottom:



The option to upload a SIGPIC is in the same dialogue box. Note the maximum permitted image size.
