Update:
A suitable basin was found that matched the size of the rusted hubcap almost perfectly.

The hubcap was placed face down and then filled with Coca Cola.
It has set submerged within the liquid for over 48 hours.

Tin foil was then used again as well as a dish scrubber. The built on rust did seem to come off a little easier than before the submersion. The tin foil worked best in areas that had 90 degree edges as the foil conformed to the shape/couture needed.

It seems that the rust may have eaten thru the chrome in some areas... a better inspection needs to be done with a magnifying glass. This was the hubcap that was going to be replaced anyway, so ideal for this undertaking.

Here are the final photos of the hubcaps after being soaked in Coca Cola.

Yes, it seems that the soda did in fact help to loosen up the built-on rust.
The side by side comparison is somewhat dramatic.

The tin foil did seem to work well in areas that had couture.

I just bought an old 1960's chromed guitar stand which shows rust, going to try the coke aluminum foil method.

do you use it cold from the fridge or ambient temp?

That depends. Chemical reaction would be faster at room temp.
BUT, if you want to "Enjoy Coca-Cola", the colder the better!
Remember "Things go better with Coke"
