New member! 1996 did 4.0

I bought a 1996 xjs 4.0 convertible. I’ve repaired leaking hydraulic pump and a few other bits now trying to figure out why neither blower works. I have the blowers out they work with 12v directly applied and nothing looks burnt. I have 12v on both sides of the fuse. I’m thinking ecu? I haven’t found this exact problem on the forums
