Default XJS Parking Brake

Just purchased a 1995 XJS with 36K miles. The handbrake has no tension (not used to that) and it doesnt seem right. It will go on if you lift the handle and let it down. To turn it off i have to pull the handle all the way up and click it off. Is this correct? It;s not how the manual says to do it and no tension seems odd?
