Default auto borg warner dg250m gear select and top speed problem

Hi there.
Im new to using forums but desperate times call for desperate measures.

I have a humber 3litre petrol with the auto box borg warner dg250m as far as i can see some of the older jags use these or a simular varient of these.

The problem im having is top end speed vs engine speed is way off.
At first i taught it was not going into 3rd gear but now am not so sure top end at the minute is about 45 to 50mph at a rev of about 5000rpm which is unsustainable.

Iv checked the kick back lever adjustment, even disconected the cable to make sure it was not adjustment. Topped up fluid level to correct level checked for any visable problems but no joy.

Backround:
I have done extensive body and mechanical work on the car since i got it after noticing some bad hidden repair jobs done from previous owner. There seems to be some adjuster bolts around where tbe rear oil pump and govener are located.these may have been tampered with. Iv read else where that these trans need propper setting up.

Any advice or help is much appreciated
