Default Heat and a/c

I have a 2000 3.0. The air is freezing cold but getting heat out of it is hit and miss. My question is could the control valve be bad?. Every thing I have seen says heat will be on and no a/c. I have to play with all of the buttons to get and eventually get heat. I have also heard if the HCV is bad it can fry the mother board for the control panel I do have a replacement HCV and motherboard, Also if I put on the defroster and then go back to the other settings I can sometimes hear a "groan from what I believe is the flap either opening or closing I am trying to not have a worse case scenario for the repair, Should I start withe HCV which looks like PITA or?? Also All the HCVs I have found seem to be made in China. Should I Get a Ford control or is the Chinese one OK?

Yes it could be bad.

May also have damaged the board.

The DCCV (Dual Climate Control Valve) is a know failure point in the HVAC system of the X200. If it's to be replaced, obtain a Bosch or Motorcraft unit instead of something from China. The labour cost to change out the DCCV isn't worth the risk of using anything but a quality part.

early atc modules don’t burn up often

So I'm thinking that it is the heater control valve and possibly the thermostat?? It just sounds strange to me as everything I read sounds like If the dccv is bad, the heat doesn't shut off and a/c is not cold. My a/c will freeze me out of the car

it can seize in the closed position from buildup.

In theory, this is correct. Inside the DCCV, the two valves are spring-loaded to the open position for full heat. In case of an electrical failure in the control circuit, for safety you’d still have heat for the defroster.

That’s all fine and dandy in the theoretical world. But in the real world, the valves can get jammed and defeat the spring-loaded action. In some cases, the valves stick in one position. On my ‘02, the seals on one valve swelled and restricted coolant flow. The valve would still close completely when commanded, but would only open about halfway.
