Angry Ineffective air conditioner below 1500 rpms

My 2000 S-Type 3.0 blows cold air when moving down the road, or when stopped, as long as the rpms are around 1500 or higher. I have evacuated and recharged the system, but same issues. Could it be that the compressor clutch is slipping at lower rpms? ( you can clearly see it turning, but may be inefficient.) or could the compressor itself be inefficient at lower rpms? It has 170K miles and this problem has occured over the last 3 years or so. Last time I had the system evacuated and charged, it seemed to help, but this time it didn't. Any help or thoughts are greatly appreciated. If anyone knows the proper pressures on the high and low side, I do have a manifold and guage set for R134-A. I could check them.

mt I have to agree with campione, compressor is going. Check ebay for some great deals on remanufactures.

If you have good eyes there is another link within the above where the gauges will show you the correct high/low preasures.
