Default Mystery part

Good afternoon, can anyone help please? I have been restoring a 1999 S Type 3.0 V6. Whilst replacing the RH Valve cover gasket I noticed this part (pictured) in the engine bay. It seems the previous owner decided to close this part off using a cable tie. I have searched my parts catalogue and cannot locate. I am hoping there may be someone who can identify this part. I can see there is a cable that it may have been attached to once. Any advice appreciated.

It's a vacuum fitting not a cable. Get the vacuum hose diagram for your car and start tracing the lines to see what's broken and missing.
Do you have a service manual? If not start there as they are all over EBay on disc and your car is old enough that you can still use JTIS if you can get a copy.
With a 26 year old car having all the manuals is essential if you plan to fix it.

There should be a vacuum hose routing sticker. Also known as emmisions sticker underhood or near a shock tower maybe

Thank you, I have found the vacuum routing and solved the problem. Thanks to clubairth1 and scottjh9 for your advice.
