Below are images of two odometer/messages LED (or fluorescent) panels. Does anyone happen to know if the burned out looking area (circled in yellow) normal? Any idea what sort of device (see close up) is underneath each?

I got my instrument cluster to work (bad resistor and transistor will post detail later), and verified that both of the above panels work, so these were normal photos of them.
