passenger self leveling head lamp wont pop up

passenger self leveling head lamp wont pop up
Since I bought my STR I noticed that when the headlamps turn on only the drivers side beam pops up while the passenger side remains down. I must drive with high beams on to have a decent sight distance at night. Are there any known glitches that I or mechanic can remedy short of replacememt?
