Default Rear tail light not working but break lights are

Long story short I finally got into my trunk the replacement key I got didn't work on the trunk. Anyway my inner tail light hadn't been working since I started driving it again but the outer one and break light did. Replaced the inner one and now the outer one only lights up when I break. Tried a light from my 05 s type r and that doesn't do anything, took out the inner light again, Checked the fuse and replaced it just in case and nothing changed. Any suggestions?
BTW it's a 2001 3.0

Also, check the spare tire well for water. The trunk seal is prone to leakage and lets water collect, which causes trouble with the various electronic modules back there..
