RPM's on idle in park will not Pass 3, is this normal?

RPM's on idle in park will not Pass 3, is this normal?
Hey guys, can you tell me if this is normal for being in park and revving the engine and the rpms will not pass the number 3? I know on my XJ6 I would rev it and they go all the way, but on the s-type it does not. Thanks guys..
