starting issue

starting issue
hello,this is my first post on this site so hello to all and hope you had a good xmas.
My parents own a 2000 plate jag s type 4.0 which has a problem.
The car turns over but will not start,it has had a new battery,we have had the ecu off and checked out which came back all clear,we have checked the relevant fuses,again no issues but the only thing i find a bit odd is it sounds a bit odd when its turning over,almost lazy?just to be sure we had the battery off and charged for 24 hrs but to no avail.
Any help or suggestions would be greatly appreciated.

You mentioned the car turns over. Perchance did you mean the engine instead? The latter is normal, but the former would be really rough on the paint...

The last time the car was driven, was it shut down while the engine was still cold? If so, bore wash is a very likely candidate. The link above has details of what to do.

If it cranks but wont start it could well be borewash, it used to happen to me with my xj8,
usually it helps by putting a small amount of fresh engine oil in each cylinder after removing spark plugs, replace plugs and coils and then crank till it starts.
But before trying that put the accelerator to the floor while cranking,
Make sure the battery is fully charged before either above.

When you say it sounds lazy do you mean that it is a slow rotation with compression or is it that the engine is spinning fast with no compression sound?
I am attaching a no start procedure that also addresses the cylinder washing, see if it helps.
