upper chain tensioner right bank

Question upper chain tensioner right bank

Hopefully someone can answer this. I'm in the process of changing the timing chain tensionors and guide rails. I finished the left side and took out all the slack on both the primary and secondary chains.
On the right bank (passenger side -U.S.) I got the slack off using the tensionor tool. I have the exhaust and vvt sprockets tight, then remove the camshaft locking tool. Then the upper chain goes slack again.
Is this normal? I've tried to redo it a few times now, and always the same problem. Once I remove the locking tool, the cams move slightly and the upper chain goes slack, and only on the right bank.
Any advice would be appreciated.

Forgot to mention the car. I have a 2001 S-type 4.0 with 106k miles. Worked great until last year. Changed the plugs, coils, tune-up. But had experience misfires when speeding up to 60mph, with the engine light blinking and the smell of burning. Local shop spoke to Jag tech and was told it was the chain tensioner going bad on the right side.

Bump the engine over with the starter to build oil pressure and youll find the tensioner once filled with oil tightens the chain
