Why does the US-spec side-fender Jaguar-badge have wires going into it?
For US-spec cars that have the little side-fender badge in place of turn-signals, why are there wires going into it? Do they do anything? Is this just the wiring for side-turn signals if one would want to equip the car with them?
Yes that is one side of the wiring if you would wanna buy the yellow lenses and a bulb. The problem is that there is no wiring on the other side, so it would be a hackjob to the SCLM

No, you don't have to hack anything, just wire the new bulb to the turn signal indicator on the side without wiring in place.
It has been a long time since I did mine, but I think it was the right side that had the connector in place, so it was plug and play to install the side light "repeater" or "side marker" on that side.
I had to wire the left side "repeater" to the turn signal in the bumper.
Remove the wheel well liner and run the wires to the turn signal, replace the liner and all looks stock.
Easy job, all you need is about 3 feet of wire, the correct plug, and a meter or test light to let you know which wires running to the turn signal you need to tap.
Most vendors will send you the plugs with the lights and bulbs if you ask for them.
