Default Power Steering Whine

I started to get that whine when i turned - so I checked my Power Steering level it was above min but about 1/4 inch below the fill line. I added some of the reccomended ATF and it appears to have stopped the whine..but really that much low and it sounds like a lawn mower turning?/ Does that sound right?

Maybe not. Is the belt tight? Maybe the noise is/ was partly a loose belt. As always, check for leaks.
