Cool 2003 X Type Heating and A/C issues

I have read posts regarding either heating or A/C issues but I am having both. Unless my car is moving it won't heat or cool. If I am moving both work just fine I just can't stop. Any ideas here?

Sounds like you have 2 separate issues. ONe being the thermostat is stuck open and therefore not allowing the coolant to be restricted to get to its proper temperature and the other problem being most likely that you have a bad fan controller (which will not allow air to flow through the radiator when the A/C is on and you are sitting still).
