Default Does the bolt go through the pan?

So I've got a few drops of oil on the garage floor. I check for leaks and of course the bottom of the engine is oily. But the drain plug is wet (never been changed) and theres a bracket to the right of the drain plug attached to the pan with a bolt going into the pan that is also wet. Does anyone know if this bolt go all the way through?
I cleaned everything off but do not see where it could be leaking.
I am coming due for an oil change so I'll replace the drain plug.
Any suggestions on what else would be leaking?
Thanks

Are you talking about the bolt holding the POS scoop to the bottom of the pan?

Got $5 on the pan gasket if it's not obvious anywhere else.
