Default Door Locks - how should they work?

I have a 2004 X-type and when I drive off the doors lock automatically as usual. When I stop, to get out of the car I pull on the door handle, and it first unlocks the doors (all of them) and then opens the door. However, if I pull on the button/lever directly above the interior door handle the doors do not unlock. Also, If the doors are unlocked and I push on that button the doors do not lock. It has been this way ever since I got the car (in 2014) and I always wondered why Jaguar did not include a lock/unlock toggle button. But recently I saw a video where if you push/pull on that button it should lock/unlock the door. Should that work in my model year car? If so, what could be wrong with the system? I should note that the car locks/unlocks fine with the keyfob.
