ECM/TCM reflash

ECM/TCM reflash
in relation to my never ending issue on misfires during cold start...
all ignition coils and spark plugs changed... still misfiring on cold start <30F
IMT seals, vacuum hose and PCV hose changed...still misfiring at <30F
changed the fuel pressure regulator..... no misfire code but says "cruise not available"
then after 20 miles, it left me another code P0420 (kept coming back)
so here's what my mechanic told me to do:
1. to have my ECM reflashed
2. TCM reflash if possible since they just changed the prop shaft and changed transmission fluid (although he said its not necessary to do TCM reflash)
3. to change the upstream bank 1 02 sensor, if code P0420 still comes back, then i would need a new cat.
Question is.. do I really need a reflash in order to not have the "cruise not available" during cold start at 20F or less?
If so, how do I get the dealer service shop to do it for me? I asked two dealerships in my area and they dont want to do the reflash unless the do full diagnostics... any ideas?
